Job Title:  Assessor

Salary: $48.72-$68.56/hour; $89,020- $125,251/year

Hours: 35 per week

Summary Statement:

Directs and administers the town-wide assessment of real and personal property prior to compiling the Grand List for taxation purposes and related activities; adheres to mandated General Statutes; administers revaluations, office and budget procedures, compiling and certifying the Grand List. Monitors and confirms data related to the Grand List.

Essential Functions:

  • Administers, directs and participates in the activities of the Assessor's Office in the functional areas of appraisal, classification, and recording of taxable and non-taxable property as required by law.
  • Resolves complaints relating to assessments and adjusts, as warranted; represents the Town in Court regarding related legal action against the Town as required.
  • Maintains accurate property title records and records relating to ownership, sales and value of land and improvements.
  • Supervises the preparation, installation and maintenance of property tax maps and the GIS system.
  • Reviews claims for exemptions for conformance to state statutes and records authorized tax exemptions.
  • Meets and provides information to the public, other Town departments, and attorneys to explain assessment procedures and conclusions.
  • Prepares and administers the operating budget for the department.
  • Oversees and coordinates contracted revaluation services and is responsible for acceptance of completed work and recommends the need for, and selects, private appraisal services.
  •  Submits oral and written reports to State (OPM) and Town officials.
  • Supervises and participates in the valuing of all taxable and nontaxable real estate and taxable personal property to establish and certify the Grand List.
  • Conducts physical inspections and appraisals of existing properties, improved properties, and properties under construction to determine their value.
  • Compiles, maintains and analyzes statistical data to ensure equity in assessments.
  • Evaluates current assessment practices and data processing applications and proposes changes as warranted. Investigates property and businesses to find taxable property not previously recorded.
  • Projects estimated value of proposed buildings for commercial developments for planning purposes and for Town officials.
  • Reviews deeds, splits and subdivisions for GIS network system. Reviews and processes applications for land classifications.
  • Establishes values of unpriced motor vehicles for regular and supplemental lists according to state code letters; prepares, submits and verifies data for all property assessments and motor vehicle lists.
  • Supervises and instructs subordinates in the listing and appraisal of taxable real and personal property.
  • Supervises and trains a Deputy Assessor and Assistant Assessor.
  • Keeps abreast of current construction costs; testifies on behalf of the Town against lawsuits related to value assessments; investigates records, transfers, and related data to ensure compliance with regulations.
  • Obtains additional training and education in appraisal and assessment laws and techniques. Performs other related duties as assigned.

  • Modern theories, principles, and practices of property evaluation and assessment.
  • Statutory requirements of the Assessor's Office.
  • Local property values and construction costs.
  • GIS Network System, map updating, land splits and subdivisions.
  • Data processing techniques and applications in valuation and assessment administration.

Skills:

  • Understanding and interpretation of laws, rules, and regulations governing the valuation, assessment, and exemption of real and personal property.
  • Analyze data affecting property values and to make impartial and consistent estimates based on such data.
  • Initiate, organize, and implement municipal assessment programs.
  • Prepare an operating budget for a department.

Minimum Qualifications:

Education and Training:

  • Associate degree from an accredited college or university in Business or Public Administration
  • Five (5) years of progressively responsible experience in property assessment and appraisal work, including two (2) years of supervisory experience
  • Must obtain the Connecticut Municipal Assessor Certification within one year of appointment
  • Alternatively, an equivalent combination of education, training and experience which demonstrates possession of the required knowledge, skills and abilities

Age, Citizenship, Licensure and Background Screening:

  • Connecticut Municipal Assessor Certification
  • Possess a valid motor vehicle driver's license.

Preferred Qualifications:

  • Seven (7) years of progressively responsible experience in property assessment and appraisal work, including five (5) years of supervisory experience.
  • Bachelor's degree from an accredited college or university in Business, Public Administration or Real Estate
