Article 1 - General Provisions
Section 1.1 Definitions [Name]
1.1.1 “IAAO” means the International Association of
Assessing Officers, Inc.
1.1.2
“Chapter”
means the Connecticut Chapter of the International Association of Assessing
Officers.
1.1.3 “Officer” means the President, First
Vice-President, Second Vice-President, Secretary, Treasurer and Immediate Past
President of the Chapter.
1.1.4 “Mail Service” means delivery of a written
message by a courier service such as the United States Postal Service or other
private delivery service, such as but not limited to, United Parcel Service,
Federal Express, or electronic delivery via the internet to a personal
electronic mail address.
Section 1.2 Jurisdictional Area
The Chapter shall encompass a jurisdictional
area consisting of all towns [counties]
within the State of Connecticut.
Section 1.3 Purpose
To promote uniform and
equitable principles of assessment through professionalism; to educate the
public on the importance of the work performed by assessing officers; to improve
assessment standards through education, modern methods and efficient technology;
to advance the objectives of the IAAO in the State of Connecticut; and to
provide a clearing house for the collection and distribution of useful
information relating to assessment and appraisal practice.
Section 1.4 Membership
[However, only IAAO members in
good standing may hold elected office and vote in Chapter elections.
1.4.1
Active]
Membership in the Chapter is open to all persons interested in assessment and
appraisal practice.
1.4.2 Regular Members – Any member of IAAO in good
standing.
1.4.3 Associate Member – Those Chapter members who
are employed by a governmental agency, but are not a member of IAAO; employees
of other governments that are not involved with property tax administration; and
corporate or non-government members who as representatives of private industry,
are interested in assessment and appraisal practice.
Article 2 - Chapter Government
Section 2.1 Governing Body
The governing body of this Chapter shall be the
Executive Committee. The Executive Committee shall be comprised of the Chapter
officers and four [(4)] additional Executive
Committee members [, 2 Executive Committee to be
elected for 1 year terms, and 2 Executive Committee to be elected for 2 year
terms]. The Officers of the Chapter shall
consist of the President, First Vice-President, Second Vice-President,
Secretary, Treasurer and Immediate Past President.
Section 2.2 Term of Office
The Chapter
Officers shall serve a one-year term. The Executive Committee members shall
serve a two-year term.
Section 2.3 Term Limit
Officers,
except the offices of Secretary and Treasurer,
shall be limited to serving three [(3)]consecutive
terms in the same
office.
Section 2.4 Powers and Duties of Chapter Officers
2.4.1 President:
The President shall preside over all meetings, and shall appoint all committees.
2.4.2 First
Vice‑President: The First Vice‑President shall perform all the duties of the
President in the absence of the President. The First Vice‑President shall
succeed to the office of President [with the
election of new officers of this Chapter, or]
in the event of the death or resignation of the President.
2.4.3 Second Vice-President: The
Second Vice‑President shall perform all the duties of the First Vice-President
in the absence of the First Vice-President. The Second Vice‑President shall
succeed to the office of First Vice-President in the event of the death or
resignation of the First Vice-President. The Second Vice-President shall be
responsible for all education activities of the Chapter, including but not
limited to holding IAAO Courses and workshops, and any other educational
seminars or workshops sponsored by the Chapter.
2.4.4 Secretary:
The Secretary shall prepare and keep a roll of all members, officers, and
committee members of said Chapter, and shall submit said roll to the Executive
Director of IAAO by September 1 of each year, shall notify all members of the
annual and regular meetings and shall handle all correspondence to Chapter
members. The Secretary shall also keep accurate minutes of all meetings and
shall send a copy of said minutes to the Executive Director of IAAO after
approval by the Executive Committee. The Secretary shall prepare an annual
report of the previous year's meetings, finances, activities, and membership and
shall submit it to the Executive Board of IAAO prior to September first of each
year. Said report shall include but not be limited to: the Treasurer's annual
financial report, the previous year's activities, membership, and meetings. The
Secretary also has additional duties under Sections 3.2.1, 4.4, and 6.2.
2.4.5 Treasurer:
The Treasurer shall keep all books and financial records as instructed by the
Executive Committee, for the auditing of such records; shall regularly report to
the Executive Committee the financial status of the Chapter; shall annually
prepare and mail dues notices to members; and shall prepare an annual financial
report of the previous year's receipts, disbursements, and balances to be
submitted with the Secretary's annual report to IAAO. The Treasurer shall be
responsible for filing all necessary tax returns.
2.4.6 At the end of
their term of office, all officers shall turn over all books and records to the
incoming officers.
Section 2.5 Vacancies
Whenever a vacancy on the Executive
Committee occurs, except in the office of President, or First Vice-President,
the President may appoint any member in good standing to fill said vacancy,
subject to the approval of the Executive Committee. Said appointee shall serve
through the unexpired term of the position. All individuals appointed to fill
such vacancies must first meet all qualifications of the office to which they
are appointed and shall be serving in an acting capacity until that office is
filled by election. The Executive Committee may by resolution, in the event of
concurrent vacancies in the offices of President, First Vice-President, and
Second Vice-President, or in the event that no appointed officer can succeed to
the office of President under the provisions of this section, hold a special
election for the office of President.
Article 3 - Nominations and Elections
Section 3.1 Nominating Committee
The President of this Chapter shall annually appoint
three [(3)] regular
members of this Chapter to a Nominating Committee to select candidates for
Chapter officers. [All members of the Nominating
Committee must be members in good standing of IAAO.] The Nominating
Committee shall be appointed no later than September 1 of each year and shall
meet to select candidates no later than October 1 of that same year.
Section 3.2 Elections
3.2.1 The Secretary shall be responsible for preparing and
distributing election ballots to all [voting]
regular members no later than November 1 of
each year. The ballots shall list all candidates for office and shall provide
for write-in candidates. The ballots shall be returned to the Chair of the
Nominating Committee no later than December 1. The Nominating Committee shall
count the ballots and return the results to the President and Secretary no later
than December 15.
3.2.2 A plurality of the votes cast shall be sufficient for the
election to the Executive Committee. In the event, upon recount, of a tie vote,
the winner will be determined by a coin toss.
3.2.3
The President shall be responsible for notifying the
candidates and Executive Committee of the election results and for posting the
results at the annual meeting.
Article 4 - Chapter Meetings
Section 4.1 Regular Meetings
The Chapter shall hold an annual meeting of the
membership within ninety days (March 15th)
from the date the Chair of the Nominating Committee reports the election results
to the President and Secretary at such a time and place as determined by
the Executive Committee. Additional regular meetings may be scheduled by the
Executive Committee and announced at the annual
meeting,
Section 4.2 Special Meetings
Special meetings may be held on the call of the
[Chapter] President, or upon written request of
at least four [(4)] members of the Executive
Committee. [Written notice of said meetings must be
mailed at least two (2) weeks prior to said meeting.]
Section 4.3 Quorum
For the purposes of transacting official
business, a quorum shall consist of not fewer than ten [(10)]
members of the Chapter [four (4) members of the
Executive Committee].
Section 4.4 Notice
The [Chapter]
Secretary shall notify the Chapter membership and IAAO representative(s) of
regular and special meetings at least two [(2)]
weeks prior to said meetings[, and shall notify the
Executive Committee of any special meetings at least two (2) weeks prior to said
meeting]. Said notice shall be in writing and delivered by
[the
United States]
mail service.
Article 5 - Committees
Section 5.1 General Provisions
There shall be standing and other such
committees as are deemed necessary by the Executive Committee to carry out the
objectives of the Chapter. The [Chapter]
President shall appoint all committee members for a
one-year term which shall be concurrent with the term of the President.
Section 5.2 Duties
5.2.1 All committees
shall perform their duties in accordance with the Chapter bylaws and the
constitution of the IAAO [Association].
All actions of the committees are subject to approval by the Executive
Committee.
5.2.2. At the end of
their committee term, all committee chairs shall turn over all books and records
to the incoming committee.
Article 6 - Amendments to the Bylaws
Section 6.1 Amendments
The Chapter bylaws may be
amended upon the recommendation of the Executive Committee and subject to the
approval of the membership as follows:
6.1.1 The [Chapter]
Secretary shall notify the [voting]
regular members, by mail, at least two [(2)]
weeks prior to the vote, and shall furnish to the membership copies of any
proposed changes.
6.1.2 The [voting
membership]
regular members shall cast their vote for or against proposed changes at the
annual meeting or at a meeting called for the purpose of amending the bylaws.
6.1.3 Approval of
proposed amendments shall be by two-thirds of the votes cast by [voting]
regular members.
Section 6.2 Approval by the IAAO Executive Board
All Chapter bylaw amendments,
after approval by the Chapter members, shall be subject to the approval of the
IAAO Executive Board. The [Chapter] Secretary
shall certify the amendment, and mail it to the Executive Director of IAAO
within ten [(10)] days after approval by the
chapter membership.
Article 7 - Chapter Funds and [Annual Report]
Dues
Section 7.1 Chapter Funds
The funds of this Chapter shall consist of a
general operating fund. The Executive Committee shall instruct the [Chapter]
Treasurer as to the desired method for receipt and disbursement of the Chapter
funds, including the keeping of all records and books. The Treasurer shall present at the annual meeting of the Chapter a financial
report that shall include, but not be limited to a record of all receipts and
disbursements, and an account balance statement.
Section 7.2 Chapter Dues
7.2.1 Chapter dues for Regular Membership and
Associate Membership will be set by the Executive Committee with approval of the
members at the annual meeting.
7.2.2 Annual dues are due and payable on January 1
of each year. If a member is more than four months delinquent in their dues
payment, the Treasurer shall deliver a second notice for the annual dues. If a
member is more than six months delinquent in their dues payment, they shall
cease to be a member of the Chapter.
