Board of Assessors

I would like to know what Towns still have a Board of Assessors.  Is the Board of Assessors a working board and do they receive any compensation?  Does anyone have information on disbanding or removing a Board of Assessors?

Does any town have sales data for a nursing home between January 1, 2003, and December 31, 2005? I am also seeking information on any nursing home appraisal done for the same time frame in response to a lawsuit. Any information regarding such a sale or appraisal would be greatly appreciated.

There are a number of "adult community" 55 plus developments going up all over the state. Are all these developments assessed at 70% of fair market for tax purposes or are there incentives that would lower that percentage? I have heard that some towns find these developments very attractive and do provide some form of tax incentives. If tax or assessment agreements exist could you give me the details?

Open Space Policy/Ordinance

The town of Thompson is reviewing its open space policy and they have asked me to contact other assessors and have them provide a copy of their town’s open space ordinance.    I am also curious if these assessors use the state recommended values for open space land or do they use a value determined in they town?   I know everyone is busy right at the moment,  so I greatly appreciate them taking the time to respond.  Please fax or email responses.   Thanks, Sebrina Heroux

However my First Selectman has some reservations about this process and would like to see how many Connecticut Towns have used these services and if the end dollar result was significant.

Has your town used a tax fraud service for motor vehicles?
Was there an RFP created for these services?
What percentage of collection was paid to the company?
How many years did you go back?
Dollar amount recovered?
And What Company they used?

Active Military Exemption

The City of Torrington is considering adopting an ordinance to prorate Local Option additional veteran exemptions.

Condominiums Partially Declared   

I am interested in obtaining information on condominiums approved by zoning that are being declared piecemeal, i.e. just prior to sale.   

Do we, as assessors, value these undeclared units as condominiums or as apartment units?  I have a building with 35 units, of which only half have been declared as of 10/01/05.  (I valued all as condos under the premise that case law states a subdivision is assessable once it has been approved).  Attorney claims that they were approved as both multifamily and condominiums!   What about the land and other common areas such as fitness center etc. only a portion?

Local Option Elderly

I have recently had a conveyance of Forest land in Coventry and we are having difficulty retrieving the conveyance tax due. The Town Clerk may not refuse to take the transfer and they did not pay it. Is there any method to legally force the offender to pay? Can a bill be sent and if not paid can the Collector of Revenue place a lien on the remaining property? If there is no method of retrieval then it should be required by legislators to amend the Statues.  Lindell Braasch, Assessor, Coventry

Religious Exemptions

One of our local churches sells donated items, to raise money for the church, in a barn on church property that we exempt from taxes. Their question to me is: If they took items on consignment from local antique dealers, would they still be exempt?

Farm Exemptions

The Town of Tolland  assessors office  is seeking the name of towns that have enacted a local ordinance as provided in  P.A. 94-201 /P.A.93-254 which allows the  exempting up to 50% of the property taxes on certain  types of  farm properties (Dairy, fruit orchards or wine grape vineyards) and the exemptions of up to $100,000 in farm use buildings. If your town has approved this local option could you send a copy  of the ordinance to wlawrence@tolland.org.

Has anyone any information on TAX CREDITS for real estate modifications for a taxpayer with CUSTODIAL CARE OF A TOTALLY DISABLED PERSON???  I am not aware of any statute allowing such a thing, but a new Council member wants to introduce it as new resolution.
